Pre-Admission Screening (PAS)
Our Qualified Mental Retardation Professionals (QMRPs) ensure that comprehensive assessments and documentation are completed to verify that an individual has a developmental disability and meets the criteria for state funded services. To be eligible for this level of care an individual must meet the following criteria:
Mental Retardation- significantly sub-average intellectual functioning existing concurrently with deficits in adaptive behavior and manifested before the age of 18 years. Significantly sub-average is defined as an intelligence quotient (IQ) of 70 or below on standardized measures of intelligence. This upper limit could be extended upward depending on the reliability of the intelligence test used.
Related Condition- a developmental disability that includes all of the following conditions as substantiated by an appropriate professional:
- It is attributable to cerebral palsy, epilepsy, autism, or any other condition, that is not due to mental illness or infirmities of aging. This condition must be found to be closely related to mental retardation because it results in impairment of general intellectual functioning or adaptive behavior similar to that of mentally retarded persons, and requires treatment or services similar to those required for these persons.
- It is manifested before the individual reaches age 22.
- It is likely to continue indefinitely.
- It results in substantial functional limitation in three or more of the following areas of major life activity:
- Self-care
- Language
- Learning
- Mobility
- Self-direction
- Capacity for independent living
When an individual is determined eligible, SAI staff works with the individual and the family to develop a service plan that identifies the needed services and supports. Our staff introduces the family and the individual to providers that have been chosen by the individual and/or the family. If an individual is in a crisis situation, our staff works with the local DHS Network staff to secure the services that are needed immediately. It is our goal to work as partners with families, individuals, provider agencies, and our DHS Network to access the required supports and programs.
